Mr. Nasir Aziz Khan spokesperson of United Kashmir People’s National Party(UKPNP) has participated and addressed in the 20th session of UN Human Rights Council on the behalf of CIRAC an ECOSOC NGO,under  Agenda Item 9,General Debate Racism, Racial Discrimination, Xenophobia and Related Forms of Intolerance; Follow-up and Implementation of Durban Declaration and Plan of Action.
 
Nasir Aziz Khan urged to the UN Human Rights Council concerning some countries one's religious faith, or lack of one, has become sufficient to warrant execution and murder. The killers do their job fearlessly and frequently.
 
He said that the target killings of religious minorities became common practice. The target killings of Shias   in Gilgit - Baltistan shows a great failure of the law enforcement in the area, even after killing a large number of people the culprit  were able to escape as is common in almost all the events of target killings and the perpetrators of such organized crime remain untouched. He emphasise that these killings give us a clear picture of the lack of accountability and transparency in dealing with the organized crimes done by militant organizations backed by the intelligence agencies and law enforcement agencies.
 
Nasir Aziz Khan mention that in so called Kashmir people are facing discrimination on the basis of ethnicity . The bureaucracy which constitutes the basis of state affairs is directly under the control of  establishment and all key portfolios for example Chief Secretary, Inspector General of Police, Director General Health and Finance Secretary are non-Kashmiris which otherwise are the right of the inhabitants of the land.
 
Mr.Khan also urged to the council concerning the discrimination in educational curriculum is also part of the state policies. Urdu which is not the language of Kashmiris but is forced to make it as their official language instead of their mother tongue and till date is not included in the school syllabus because of the colonial attitude. In this part of Kashmir there is no recognition of local art, culture, language and customs which are completely alien to our new generation.
 
Nasir Khan  mentioned about the political discrimination is practiced in the form of constitutional restraints that bars the political opponents by demanding allegiance with Islamabad by signing the imposed condition of Kashmir ’s accession.
